The third challenge is negotiating benefits and resolving issues with government and industry. Because they are invited – often at short notice – to consultation sessions, these local leaders are expected to have sophisticated views on a wide range of topics. This includes the specific benefits their community wants from hosting the projects and solutions to complex issues in housing, access to basic services, workforce, land use, and so on. Often, no one at the local level really understands these issues.
